• S OF OPEN NATIONAL CALL FOR TENDER NO002/AONO/CARPA/CIPM/26 OF JUNE 8, 2026, WITH A VIEW TO CARRYING OUT A STRATEGIC STUDY ON THE ECOSYSTEM FOR FINANCING PUBLIC-PRIVATE PARTNERSHIP PROJECTS IN CAMEROON: IN EMERGENCY PROCEDURE Financing: BIP/MINEPAT, Fiscal year 2026 Source of funding AUTONOMOUS BUDGET (BA) Download the original part Download the DAO 1Object New (Additive) As part of the execution of its 2026 action plan, the President of CARPA, Project Manager, is launching a National Call for Tenders Open, with a view to carrying out a strategic study on the financing ecosystem of Public-Private Partnership projects in Cameroon 2Consistency of services New (Addendum) The Services include in particular: • system analysis national financial market (banks, financial market, insurance, pension funds, BDEAC, BEAC, BVMAC) and its capacity to finance PPPs; • mapping of multilateral, bilateral and private donors likely to intervene in the financing of PPP projects in Cameroon; • identification of available financial instruments (debt, equity, guarantees, blended finance, bonds, Islamic finance, climate finance, etc); • analysis of average financing conditions (rates, maturity, currency, guarantee requirements, expected IRRs, key contractual clauses);• identification of legal, macroeconomic, institutional and financial constraints affecting the bankability of PPP projects;• regional benchmarking and international PPP financing practices; • the formulation of strategic recommendations to the State, including proposals for reforms, financial tools and bankability support mechanisms; • the development of a roadmap operational 3Forecast Cost New (Addendum) The estimated cost of the operation following preliminary studies is forty million (40,000,000) FCFA all...
